Each morning we read every logger’s last reading time. Within about 26 hours is healthy; otherwise it is silent. Loggers dark over a month are excluded as decommissioned.
Readings are batched, signed with a private key only we control and committed as a single fingerprint (a Merkle root). Certificates issued from those batches are Ed25519-signed (RFC 8032) and verifiable by anyone against our public key. Each fingerprint includes the previous one, so a changed reading breaks every fingerprint after it. Certificates are re-verified on every lookup. Patent-pending.
Limits: tamper-evident records preserve attested readings and reports; they do not by themselves establish measurement accuracy, water savings or regulatory compliance. No credit volume, price or revenue is established.
